I have had the same situation.  During one of our operating sessions on my 
NYW&B, my RS-1 inexplicably shorted on a turnout that had been trouble-free.  
Not finding anything wrong with the turnout, I turned the RS-1 upside down and 
noticed that the gearbox cover screws had their paint worn off.  (The RS-1 sits 
atop an AM RS-3 chassis.)  So I used a Dremel cut-off disk to grind the 
screwheads down just a bit so they wouldn't rub on the closure rails.  That was 
suffucient to eliminate the short.  I guess the paint prevented shorts until it 
wore through.
