Please Mr. Moderator, allow me one last post on this subject.
  This would be an easy modeling project for any scale, but 'S' scale and 
larger would be more impressive. If you build it as a diorama, it would turn 
heads at contests. If it were operational, a sure contest winner.
   The basic layout of the crossing has barriers between the road traffic lanes 
as well as at the sides of the road.  There are anywhere from 4 to 8 crossing 
gates depending on the number of traffic lanes.
There are also miniature gates for adjacent pedestrian walk-ways.
I have seen pictures of concrete barriers for lane separators as well as orange 
plastic sticks with permanent bases glued to the pavement.  It seems that I 
also remember seeing concrete barriers to protect the crossing gate mechanisms.
      The question was asked as to the railroads liability with these 
crossings. When I first heard of these back in the mid 1990's, it was my 
understanding from an article I read that the municipality assumed the 
liability for any accidents at these "quiet crossings".  Whether that is so or 
not, I do not know.
