There are, or were many industrial ,water based, coolants,.  I recall my first 
job in 1940, at The Columbus Bolt Works.  They made endless auto parts, even 
wagon parts. Also drop forged parts.  The machining, drilling and tapping 
methods were endless. .

The bolt headers (and rod headers) made bedlam, (Waterbury, and others )It all  
depended on the alloy in the parts.  New cutting tools have long replaced the 
old ones.. And I have lost track of what goes on.

We used gondola loads of coiled steel "wire" upt to 1 inch or more.The tracks 
into the plant area were ancient, they came off the PCC&StL next to the Ohio 
Penitentary.   I could see the trains from the window next to my drafting 
table.  My boss later moved me .  NO trains              John Armstrong

  And old blacksmith once told me "You don't want to lubricate the cutting 
edge, you want just want to cool it" so he told me to use water when drilling, 
don't know if that would apply to tapping too. Maybe since it's so low speed it
