If cost is high on the list, but you want motors, servo motors from the R/C 
world are about $9. There was an article on using these in Model Railroad 
Hobbyist: http://model-railroad-hobbyist.com/mrh2009-Q3/using_servos. Not to be 
confused with MR's suggestion of cannibalizing the motors out of servos (yuck!).

My problem is that I think it would be cheap because I would make the servo 
controller, which would accept DCC accessory commands, momentary contact 
switches, or a single pole switch. The controller would cost me about $1. Looks 
like a commercial controller is about $5 per servo.

Notice that this is all in the "I would" category, not the "I did" category. 
It's on the to-do list, but not real high.
