I too have successfully retrofitted a layout to Tortoises by drilling the up 
through the roadbed from below.  I centered the points and drilled a small 
pilot 
hole down through the throwbar and roadbed.  I then used what is called a 
Forstner bit fitted with a depth collar so the bit would go no further than the 
bottom of the ties. A Forstner bit drills a flat-bottomed hole which makes it 
perfect for this sort of job.  I consider the seven dollar price of the bit to

hole (the size of the wire linkage) through the tie bar and baseboard, then set 
a full size bit to baseboard depth, and drilled up from underneath.
