Hi John.
Did you actually mean an 1/8 of an inch difference in rail height.? In real
inches that would be a full S scale tie depth (not likely) and in S scale
inches, (1/8 of 1/64th of an actual inch) ... virtually unnoticeable.
The Mount Albert wood tie strip material I use is .1035 inches thick and the
Tomalco flex track ties measures out to .1030 inches thick. I don't have a
loose bit of QuickSticks around to measure with my caliper, but my recollection
is there was very little difference between it or the Tomalco flex ties. I
think any small differences in elevation could simply be accommodated by
ballast
as you suggest.
As for your second question, the Mount Albert stuff should do the trick for
you.

As you may have noticed, the rail height on the switches when mounted on their
Quick Sticks ties are about 1/8" heigher than the rail height on the Tomalco
Track. I was wondering how you folks are handling the situation. Seems I
could
sand down the Quick Sticks ties, place shims (plastic or wood under the
Tomalco
track, or do nothing and let the ballast fill under the track.
Second question - I have tieless gaps (rail only) between the switches and flex
track pieces and not enough left over plastic ties to fill the area.
Are there matching ties (wood, plastic, etc) made to work with the Tomalco flex
track?
FYI, I am using Code 100 non-weathered track and building No. 6 switches.
