All opinions look equally expert in e-mail.  Nontheless, I'll give you mine.  
Homasote needs to be painted with latex paint.  Then it will NOT absorb 
moisture.  The glue you use to glue it down will substitute nicely for latex (I 
use Elmer's yellow glue.)  Also, if you hand-lay your track, the glue you use 
for your ties will substitute for the latex.  In this situation, all I need to 
paint is the bevel.

Sealing the homasote is important if you intend to glue your ballast with 
water-based glue, and/or if your plaster scenery will overlap the roadbed.
