When visiting a friend a few years ago, who was converting one to scale and DCC, I helped him by removing all the circuit boards. If should be no problem to wire in any suitable decoder and there is plenty of space once you remove the Lionel electronics. Some comments.
There is no real electrical connection between the locomotive and tender. There is just an optical connection for the chuff sync. The sound is in the tender and uses the tender wheels for power pick-up. The locomotive control is all in the locomotive and from the factory it will without the tender. If you put the decoder and speaker in the locomotive, you don't need to do anything with the tender other than remove the sound board.
