While it doesn't address the bottom of the car, this is among the best images 
of the inside of a steam era hopper I've seen in color:

Granted, they are hauling iron ore rather than coal.

I suspect that the coal doesn't succeed in scouring all the rust off the 
interior, so it remains mostly rust colored (maybe a bit fresher than the top 
sides) so use some lighter rust and maybe add some scrapes of bare metal with 
steel color paint or Rub-n-Buff.
