Hi Cary, Dave;

An interesting theory, that without some level of "white noise" people will 
lose interest and leave the group. If we went days or weeks with no posts, I 
might agree. Usually someone has something to say that is on topic on a daily 
basis. 

Sometimes people post interesting on-topic messages while a long, marginal 
thread is running it's course and get no reply. Is it lost in the noise? How 
many people just quietly leave after a long thread on music or some other 
non-railroad topic? We never know what they may have contributed.

Bill and I tend to take a bit of a laissez-faire approach to moderating, partly 
by choice and partly because we simply aren't available to read every post as 
it comes in. I am unlikely to moderate anyone over a single off-topic post 
(unless it violates some of the other rules), but if I notice too strong a 
trend toward constant off-topic comments I may moderate you. I am on much 
stricter lists, some of which still have higher volumes of messages with a 
similar base of regular active members (does it really matter if there are 3 
times the members if only 50 post?!).

I would like everyone to try and stay on-topic. If there's no traffic on the 
list right now, try working on a model and then tell us about it instead of 
starting an off-topic thread.
