Thorin:
FWIW, I was told that the function & lighting leads on the Tsunami TSU-1000
decoder will output 1 volt less than track power voltage.
I have observed the following voltage measurements. My Digitrax DCC system
puts out a track voltage of 13.6 volts. Each function/lighting output of the
Tsunami TSU-1000 decoder puts out 12.6 volts. So my experience seems to
confirm what I was told.
Hope this helps,

PS. I believe that some of the drop in board Tsunami decoders have built in
resistors.
