Good maintenance could be a legit reason. DSG does indicate that all RS-3s got 244 engines, it looks like the 251 came with newer units that had long hoods as tall as the cabs. DJE

It is interesting, however, that the CGW had 6 or so RS-2 units which the crews seemed to have liked, if reports are accurate.
