Gents..I will not claim to be an expert on anything, but I am with the
understanding that:

 

1.  Oil based paint has a harder/tougher surface and is more resistant to
scuff marks, scratches, etc.

 

2.  Water based paint "breathes" and is more resistant to blistering if the
wood has excessive moisture that wants to escape.

 

Of course, the above pieces of wisdom pertain to house painting.  With
regard to Floquil and Scalecoat, I have no clue..
