I found this page listing motor (or Speeder) car dimensions:

It appears the 30 inch wheels are a bit large, as 20" diameter appears to be 
the maximum size listed, with many below that. I wonder if you couldn't find 
some HO spoked wheels that that would work?

The wheelbase might also be shortened if possible, most seem to be four feet or 
less.
