I have both kinds and find them both suitable so I'd go with whatever you can
get. The 3 bay hoppers should have 36 inch wheels but I don't even worry about
that, the somewhat oversize S scale flanges and weathering take the eye off
the wheel size and shift it to something more interesting...DaveBranum
