I'd say it depends on how much paint you want to wear through.  I think very 
fine steel wool would work well if you're after normal wear, as opposed to a 
weathered wood surface.
Why not make up some sample surfaces and play with both sandpaper and steel 
wool?

I don't have much experience with steel wool, is sandpaper acceptable, or is
