I have just had the exact same experience with the shoulder screw on an AM Budd 
car.  The screw is not exactly sized correctly for the application...the 
shoulder should be slightly longer.  I use a product called "DEVCON - Thread 
Locking Compound" to hold the partially tightened screw.  It is a red liquid 
and comes in a small dispenser bottle.  I bought mine years ago and don't 
recall where, but I suspect any hardware store would have it or a similar 
product.  I believe there is a "Loc-Tite" brand.  A small bottle lasts forever 
and it works great.  It will hold any threaded fastener firmly but can easily 
be 'broken' if the fastener needs to be removed.
