Here is the predecessor to your intended car. I think it was a B60 baggage car chopped down to make the wheel car. It was intended for use in a passenger train for sure as noted by the signal line and steam line. The ends are racks filled with brake components. I have never seen a photo of 1 in a train though. I don't know why there was urgency to get refurbished wheels and brake items from place to place that a high speed car (or cars) were needed.
