I think some British tourist operations have built steam locomotives from
scratch. I can't say if that is really cost effective vs. restoring some of the
old engines around the country.

I believe the mainline steamer that was built new in the UK was a design from
an
extinct class. I think I saw something about another group over there starting
to work on new locomotive from a different class.
If you had the money, the UK would probably be the place to get your Southern
Railway Ps-4 or NYC Hudson built.
