What is interesting is that is not just a PRR flatcar, but an F22 "Gun" car:

Normally used in pairs to carry large naval rifles and similar objects. In this 
case, it's just a heavy duty  flat car.

Now that would be an impressive kit in S - a pair of F22s with a 16" naval gun!
