Ed L. points out -- The eBay description says this and I quote:

Gents...
I am sure eBay's Hi Rail designation confuses some and so I will try to clear
it up. What it really means is that the Hi Rail blacktop road is ONLY for Hi
Rail vehicles. It has nothing to do with the track or the locos. A Hi Rail
vehicle is one with wide tires always in the straight direction. The treads
are either non-existant or way too large. And the wheels are NEVER turned.
It is best to use scale blacktop with scale vehicles which have properly-sized
treads or else things will not look consistent with each other. Actually, it
isn't even the vehicle itself, it is only the wheels that matter. A good scale
wheel will sometimes be set at 45 degrees as if the car is turning a corner.
That way the treads will be easily viewable and appreciated by "tread counters"
who are distantly related to "river counters".
By the way, Michellin tires have the best treads. Just in case you wanted to
know.
