How about an over-the-tracks elevated concourse with steps leading down to the 
platforms.  Or, an under-the-tracks concourse with steps leading up to the 
platforms and emerging from a subway-like entrance.

I suppose there is a prototype for everything, but it seems unsafe to me.  Easy 
to avoid with the other two approaches.  Neither alternative is particularly 
difficult or expensive using sheet styrene and various structural details.
