As an HVAC engineer, I really don't want to think about how you'd have to
ventilate a train room to handle an appropriate amount of model smoke for an S
scale train. Not to mention the health effects of whatever chemical you'd have
to use. If you heat or cool your train room, the ventilation would probably
get you to thinking about N scale (or smaller) just so you wouldn't have to
remove so much.
So how about a smoke hologram generator? Something that could project an image
of billowing smoke 10-12" into the air and at an angle of 60-120 degrees, with
the angle changing as a function of velocity and direction. No need for color
as black & white should suffice. No side effects, no need to purchase oils, no
running out of "smoke".
If you must have real smoke, smells and all, they make 1/8th scale model trains
for that.
(oh crap, I just brought smell into the discussion)

Rhett Graves
