I've been away from this forum for a while but I just saw this posting.  
Obviously, you have to want to do an article first.  And if you don't want to 
do one, read no further.  But as far as what you've done being of broad 
interest to modelers, it seems to me it would be of interest to anyone doing 
prototype modeling of steam in any scale.  There are many elements of broad 
interest in what you've done: Why this engine is of interest to you; how you 
collected information on it; how you went about finding the closest engine as a 
starting point; how you decided what you would and wouldn't do in terms of 
accuracy of your model; how you went about acquiring or making the parts you 
decided you ultimately needed.  I agree that while there might not be too many 
who want to build this EXACT engine, the PROCESS of research and decision 
making that you went through certainly would be.  In fact, some of the work is 
applicable to prototype modeling of freight cars, too.  So don't underestimate 
the interest an article on your superb modeling of #5495 would generate.  I did 
a MUCH less detailed model of a B&O P1-d Pacific based on a simple AM Pacific 
and it was the cover story in NMRA Magazine.  A well done model like yours is 
ALWAYS of interest to other modelers...no matter what their scale or prototype. 
 I'm sure the RMC would be very interested in this project...and you have the 
hardest part done...good photos.  NMRA Magazine would be interested, too, if 
you are an NMRA member.
