I thought for a minute I was going to be able to help you.   I have a 1/4 scale 
drawing of the NYC-PC-CR 22' transfer caboose.  Got it from the historical 
society years ago when I planned to build one - saw them all the time outside 
the derivatives plant I worked at in Terre Haute.

Turns out that never happened, I scratch built a couple NYC wooden transfer 
cabooses instead.  The site Stan referenced helped me determine my drawings are 
for N6a/N9/N9e CR cabooses instead.  The N11e's are about 10' shorter, but this 
site has some good drawings with basic dimensions, you should still be in good 
shape to build one.
