Hi Rich; I have some Flyer tanks waiting for conversion. They are a bit large (the details were covered in an S Gaugian article on the prototypes for Flyer cars, I recall they are about 20% too big), but I think if I make both the tank and frame shorter they may be close to the ULTX X-3 design. The Flyer tank underframe sticks out more on each end than is typical of most tank cars, but that is a feature of the ULTX as well, and I need lots of plain black tank cars!
The S Scale America cars are nice, but have some issues of their own. I had an article in 1/6h modeling Guide on modifying the SSA tanks to match American Car and Foundry built tank cars. In the end, a "new" flyer knock-off just isn't too exciting, as there are still lots of junker flyer cars with broken or missing trucks and couplers "under the table" at most train shows. Not sure I would pay the price for a new Pikesville car just to cut it up. Pieter E.
