Lionel has stated that "smooth" DC works well. The implication is that
non-smooth DC will not work well. One way to test this is to use pure battery
power and see if things work properly. Battery power is certainly about as
smooth as it gets.

If that is what is happening, I would suspect you have some non-smooth power
and that could well be the cause of the problem.
