Jeff,

I was referring to the ladder near the door of the car.  Presumably an aid to 
entering the car.  Wondering why someone would need to go into a car that is 
being iced.

The "little ladder" is actually a conveyor to help assist raising the ice 
blocks up on to the car roof. If you look closely the man standing on the truck 
has his left hand on the motor control of the conveyor.
