I can't speak for rsync, but as far as S3QL is concerned, these files
are write-once. In other words, they are created with their final
content and may be deleted at some point, but in regular operation
(i.e., excluding fsck.s3ql after a crash) they are never modified or
recreated, no matter what you do inside the S3QL mountpoint.
