You could use Glade (http://glade.gnome.org/). If you look at hisnalmuslim code, I've used Glade to design the "MainWindow.glade" file (http://bazaar.launchpad.net/~hisn-al-muslim-core/hisn-al-muslim/trunk/files/head%3A/ui/)
