Would you mind elaborating what you mean by this?

Maybe you are talking about using the system's Jupyter/JupyterLab 
installation (https://github.com/sagemath/sage/issues/30306)?

Other than that, to my knowledge there is no current effort to make use of 
system Python packages in the Sage distribution.
