The difference between wheel packages vs pip packages is that the latter don't require pre-fetched wheels, and absence of the need for package (micro)management. So your proposal is to let a standard' package to be installed by pip via internet. Hence your proposal suggests to break the rule that sage-the-distribution can be installed without internet connection.
