2. Identify the backward incompatible changes in #39030

I believe there are no direct backwards-incompatible changes: 
-  If you build Sage from source using sage-the-distro (or your 
distribution does this), you can continue using the <root>/sage script 
without modification. 
-  If you build Sage directly with meson, then #39030  introduced no 
changes for you

The only real backwards-incompatible case arises if you migrate from 
sage-the-distro to the meson-based library. We’ve tried to make this 
transition as smooth and compatible as possible, but a fully 
backwards-compatible migration isn’t realistic. As Michael mentioned above, 
you also wouldn’t want to bring along all the baggage from the 
sage-the-distro era.
