There is no default way to disable Java support in R. Before I go off
and start hacking around the m4 files of R can you change configure's
shebang to "#!/bin/bash -x" and rerun make and then send me that part
of install.log. configure just fails with exit status 1 (I assume you
pressed CTRL-C) and there is nothing on config.log that gives me any
clue what is wrong here.
