I named it libm4ri because this naming scheme is consistent with what Debian 
does (usually these naming conventions are somewhat consistent across Linux 
distributions). I do agree that the inconsistency should be fixed, e.g. we 
have ntl...spkg but libm4ri...spkg. 

I would vote for renaming every C/C++ library to libNAME...spkg though.

However, I don't really care deeply.
