This is not exactly what you're asking for, but it is related: in the
past, people have expressed interest in receiving an email from trac
whenever there are changes in one (or a few) specific category, e.g.
number theory.  I don't know enough about trac to see if it can be
done, but maybe this can spur some activity in this direction.
