AFAIK, both NetBSD and FreeBSD just inherited PMake from 4.4BSD. I don't believe any major changes have been made to FreeBSD's make. Some of NetBSD's enhancements to pmake have been imported into FreeBSD but there's never been a wholesale import of make. Note that trying to write non-trivial code that is portable between GNU make and BSD make is virtually impossible because they have different conditional and include language.
