Just a search of the "COPYING" file shows:at least the following
appear to be GPL 2 only. I've not investigated these thoroughly,
though.

cddlib-094f.p8/src/COPYING
ecl-10.4.1/src/src/gc/libatomic_ops-1.2/COPYING
ecm-6.2.1.p2/src/COPYING
genus2reduction-0.3.p8/src/COPYING
gfan-0.4plus.p1/src/COPYING
libgcrypt-1.4.4.p3/src/COPYING
libgpg_error-1.6.p3/src/COPYING
maxima-5.22.1/src/interfaces/emacs/imaxima/COPYING
mercurial-1.7.3/src/COPYING
pari-2.4.3.alpha.p5/src/COPYING
pynac-0.2.1/src/COPYING
r-2.10.1.p4/src/COPYING
palp-1.1.p3/src/COPYING (has a link to the GPL3, though IF the file
was written at the time of the GPL 2, then one could argue should be
GPL2. Similar arguments have been used before when it suits us.)
./zodb3-3.7.0.p4/src/COPYING: says see
./zodb3-3.7.0.p4/src/COPYRIGHT.txt which is GPL2

I think there's enough there to stop us changing to GPL 3.
