Not sure, but anecdotally (from conversations devels have had in their classes, with colleagues, and at national meetings) at least as many as there are current users. In some sense, the server model is supposed to make this a non-issue, though; each server has at least tens of users, and some have hundreds (this doesn't count foo.sagenb.org, which have thousands, cumulatively).
