I think if you produce a different version, then it should have a different number. Having two files of the same name is confusing. It it's pointless to report bugs, then its almost pointless to download the file, since the bug might well be in a point of the code you are not familiar with.

The whole idea of making "beta" releases public is for people to be able to report bugs. Lots of companies produce beta releases of closed-source software, where the users have little hope of tracking down the bug. (That said, I along with a LOT of help from a kernel engineer at Sun, managed to track down a bug in a released version of Mathematica on Solaris, despite we never had the source code).
