I think if you produce a different version, then it should have a
different number. Having two files of the same name is confusing. It
it's pointless to report bugs, then its almost pointless to download the
file, since the bug might well be in a point of the code you are not
familiar with.

Indeed. Other projects just tag&tarball when they want to release something ; and when using the development tree, it's easy to say "I had this bug after commit ....".

Why is there a problem?
