You may want to try building the absolute latest ECL and Maxima (on
ECL) from scratch on your Cygwin and see if anything is different.
Juanjo does want ECL to work and build things like Maxima on Cygwin.
Weirdly, the whole forking stuff should no longer have been an issue,
there were previous upgrades that should have dealt with that.  See
#11884, and possibly #11502 (but probably unrelated).
