That's not a different reason... ;-) (m4 is a prerequisite for
building Sage.)

config.sub and config.guess are [also] frequently outdated in many
[s]pkgs, so it may make sense to use a single, up-to-date instance of
both.

Me neither, at least not as standard spkgs / for users.  Your
(optional) autotools spkg is meant as a convenience for *developers*
if I understand correctly, but neither m4 nor libtool belong to
autotools.
