Perhaps nix? It's written in Haskell. Really, I wish we all found a way to stop writing package managers. Apt, yum, nix, fink, homebrew, gems, PEAR, CPAN, Python eggs, distutils, macports, ports, emerge, pkg.m in Octave, package.el in Emacs...
