Well, #15107 has been in needs_review for 4 months and I really wouldn't mind if somebody reviewed it before the end of the month. By the way, I think we should use designs.ProjectivePlane as a name. DesarguesianProjectivePlane is uselessly complicated, and we have currently no way to return a "Projective Plane", even when one does not care which kind of plane it may be. Anyway, quite soon we will have a "BalancedIncompleteBlockDesign" function, and whike there may be many BIBD for a given set of parameters that function will only return one... And we currently have a designs.steiner_triple_system and designs.steiner_quadruple_system which already behave that way. Sooooooooo well, I don't see anything wrong with a designs.ProjectivePlaneDesign, and it is definitely much easier to find.
