Factory is notoriusly buggy; it improved over time, but it is still buggy. 
There are more than 20 bugs in factory which are fixed in 4.0.1 but not in 
3.1.7
So, if I understand it right, stopgap is to warn the user if it is known 
that there are bugs leading to wrong results. That is probably
too heavy, but here the sage community have to decide about the policy and 
application of stopgap
