I guess something is wrong inside the patchbot way to choose tickets.

Now sage4 seems to be loop-testing #11559. Quite fast, by the way.

The core function is "rate_ticket" in patchbot.py. It looks rather 
complicated. I have already made one pull request on the github page of the 
patchbot to prevent it to test duplicate/invalid tickets. But the current 
problem seem to be repeated test of the same ticket.

I think we need that somebody takes care of patchbot code more actively.
