this is not implemented yet, I think. A similar implementation for
multiprecision libraries
(where one gets to choose between GMP and MPIR) is almost ready on
https://trac.sagemath.org/ticket/27212
See https://trac.sagemath.org/ticket/27330 for the task of implementing these.

An invocation for the system blas would be --with-blas=system, if we
follow what we did for GMP/MPIR, but this looks less clear here.
