I'm sorry for asking about the project so late, I was a bit busy recently. 
Anyway, here I am.

My name is Alex Leontiev, I'm the first year PhD student in The University 
of Tokyo, specializing in representation theory (me being specializing, 
that is, not the Tokyo U).

Despite being a math student now, I've finished the Bachelor Degree in 
Computer Science and have continued develop software as my hobby since then.
In particular, I've successfully participated in GSoC 2014 and 2016 with 
OpenCV library.

Naturally, I became very interested in the "Improve Representation Theory" 
project. Before starting working on proposal, I would like to ask the 
following:

   - Is there anything that I better read/know before going about writing 
   the proposal (I have some experience in using Sage, but not much)?;
   - I noticed that most items in the "TODO list" of the project are 
   "Implement..." items. I used to do this for OpenCV, but I would like to 
   know how much freedom will I have as an implementer: that is, is there 
   already some datastructure/algorithm that just needs to be coded, or I will 
   have to choose/develop the appropriate one myself as well?;

I hope the mentors (in particular, the prospective mentor for this project, 
Prof. Scrimshaw) will be kind enough to answer these. All other 
participants are also highly welcomed to leave their comments on a subject:)
