There is a bug in Firefox (at least, my version in Ubuntu) in which not 
having an internet connection sets the browser to "Offline" mode.  In 
that case, even the local notebook will not work.  If this is what is 
happening, you just need to go to the File menu and uncheck "Work 
Offline" if it is checked.  Then the local notebook works fine for me.
